The strategy for a non-toxic environment of the 7th Environment Action Programme (EAP)
The EU Commission will develop a Strategy for a non-toxic environment. To support their work, they contracted the current study, the overall aim of which is to provide
- background information and a literature overview of the current (legal and policy) current situation to promote a non-toxic environment, including an analysis of gaps and deficits;
- best practice examples of legislation, policies, research actions, awareness raising and other measures to promote a non-toxic environment;
- recommendations for an EU-strategy for a non-toxic environment, based on a simplified (qualitative) impact assessment of different scenarios.
Seven focal areas (Substitution; chemicals in articles and non-toxic material cycles; improved protection of children and vulnerable groups from harmful exposure to hazardous chemicals; extremely persistent substances; policy means, innovation and competitiveness; a green chemicals programme and the creation of a joint early warning system for approaching chemical threats to health and the environment) are defined for in-depth assessment in the study.
The interim findings of a literature research and stakeholder interviews will be discussed at a workshop in Brussels.
The results of the project are a report providing background information to the Commission to develop their strategy for a non-toxic environment, including a first assessment of impacts of different possible measures and an inventory of best practice examples.
