| As a signatory of the United Nations Framework Convention on Climate Change (UNFCCC), Germany is subject to extensive reporting requirements regarding the documentation of its climate-relevant emissions. |
| |
| In order to improve the reporting of emissions, the Federal Environment Agency is since 2003 working on continuous improvement of the Quality System of the German Emission inventory. |

In the framework of this project, the reporting on source category 1.B.2.a (Fugitive emissions from oil and oil products) and their subcategories (Exploration, production, transport, refining und storage, as well as the distribution of petroleum products) respectively, is to be reviewed.

| Aim and expected results |
| |
| The aim of the project is to determine activity rates (e.g. the processed quantity of crude oil per year) and emission factors (e.g. emitted quantity of methane per processed quantity of crude oil) for the above-mentioned source category. The report will consider methane (CH4) and the sum of volatile organic compound without methane (NMVOC) as well as the substances carbon dioxide (CO2 - Non-combustion-related CO2), carbon monoxide (CO), nitrous oxide (N2O), sulphur dioxide (SO2) and nitrogen dioxide (NO2). As far as possible time series from 1990 up to the present will be established as well as projections for the future where applicable. Moreover, data sources will be documented in a way that enables the collection of data for the continuation of the time series in future reporting. |
