Background
 
From the date of accession the three Baltic States - Estonia, Latvia and Lithuania - have to comply with European legislation. The majority of Community legislation has been transposed whereas its implementation (and enforcement) is lacking behind in administrations and in industry. Chemicals policy is a fairly new issue to all stakeholders and there is a need for training and strategic consulting services in the countries.
 
The Baltic Environmental Forum in co-operation with Oekopol has been working on issues of chemicals policy and chemicals risk management in the three Baltic States since 1998. The network of actors in administrations, industry and consulting institutions and the knowledge already transferred forms the basis for the training programme
 
 
Objectives and expected resluts
 
The goal of the programme is to build up consulting capacity in the Baltic States for training and consulting industry, governments and administrative institutions. The content of the training programme is based on requirements resulting from existing legislation regarding chemicals risk management and chemicals risk communication. The training shall also show how the requirements can be implemented in industry and national administrations in compliance with REACH and in an integrated way.
 
After the training the local consultants shall be able to further disseminate their knowledge either in form of seminars for different target groups or in direct consulting situations. The training materials and exercises, as well as training concepts and lectures developed during the programme will be compiled in a training manual.
 
 
Project activities
 
The training programme consists of 5 training courses. Between the training sessions "homework" will be assigned consisting of concrete work with companies or administrations, the results of which are discussed in the following session.
 
In the first course the REACH proposal and the roles of and requirements for the different actors will discussed. The second course will introduce relevant methodology for chemicals risk assessment, reduction and communication and the third course will be dedicated to more detailed discussion of certain REACH mechanisms.
 
The fourth course is dedicated to developing stakeholder specific seminars based on the knowledge the trainees have acquired in the previous training sessions. The seminars shall be "tested" and will be evaluated in the last course.
