  The current project is part of the Twinning project PHARE BG98/IB-EN-01/02 between the Bulgarian Ministry of Environment and Water and the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, assisted by Member States Austria and France .">The major objective of the Twinning Project is to support institutional building for the Bulgarian Ministry of Environment and Water by twinning arrangements with the European Union member states administrations, esp. by:
   
 
   
 
  • Approximation of legislation and practices in the relevant priority areas air, water, waste, nature protection and environmental information
  • Preparation of an overall strategy for the Ministry of Environment and Water and update of the National Environmental Action Plan
  • Initiate and follow up on the implementation of appropriate measures in the priority areas.
  • Training of relevant bodies within the Ministry of Environment and Water in the approximation of legislation and practical measures for its implementation in the above priorit
   
 
   
  In cooperation with the waste management departement of the Bulgarian Ministry of Environment and Water Oekopol is performing subproject 8 "Non-operational Vehicles and Household Appliances". The objective of the project is to prepare a legislative document which regulates the rights and the responsibilities of the state and municipal authorities and the citizens for the collection and processing of non-operational vehicles and household appliances. Recently the number of out-of-use vehicles as well as the average age of the car park in Bulgaria have increased. For this reason it has become more urgent to regulate the handling of old vehicles and to introduce appropriate waste management instruments in this sector.
   
 
   
  Based on an analysis of the existing situation and a prognosis for the next years, a programme for the establishment for regional recycling centres and a proposal for collection systems and draft regulations for the collection and treatment of old vehicles and household appliances will be developed. The project also comprises a training for Bulgarian specialists
   
 
   
 
  • Inventory of the policy framework, including the institutional, regulatory, technical and financial aspects
  • Status quo assessment including study visit of Bulgarian experts in member states, related to the practice of implementation of similar regulations
  • Programme for the establishment of regional recycling centre
  • Proposals for collection systems for old vehicles and non-operational household appliances Design of draft regulations for old vehicles and non-operational household appliance
